ChatGPT for business or Azure OpenAI: which should a UK SME use?

Consumer ChatGPT, ChatGPT Business, ChatGPT Enterprise, the OpenAI API and Azure OpenAI solve different problems. Choose on data handling and how you will use it, not on the demo.

The short answer

If your team wants a ready-made AI assistant to write, summarise and research, a business plan of ChatGPT (Business or Enterprise) is the quickest route, and it keeps company conversations out of model training by default. If you want AI built into your own systems, such as reading your shared mailbox, answering from your SharePoint documents or drafting replies inside a workflow, Azure OpenAI is usually the better fit, because it runs inside your Microsoft Azure subscription under Microsoft's terms.

Most growing businesses do not need to choose one forever. The real question is what you want the AI to do, and what data it will touch.

What people mean when they say "ChatGPT"

"ChatGPT" covers several products with different terms:

  • Free and personal paid plans. Individual accounts. Unless the user turns off training in their data controls, conversations may be used to improve OpenAI's models. This is what most staff are using when they "just use ChatGPT".
  • ChatGPT Business. Shared workspace for teams, with admin controls. OpenAI does not use Business inputs or outputs for training by default.
  • ChatGPT Enterprise. Adds controls for larger organisations, such as retention settings and data residency options. Also excluded from training by default.
  • The OpenAI API. For developers building their own applications on OpenAI models. Not used for training by default.

The data privacy gap that worries most businesses is between the first group and the rest. Staff pasting client details into personal accounts is a bigger risk than which business product you pick.

What is Azure OpenAI?

Azure OpenAI gives you OpenAI models (the same family that powers ChatGPT) as a service inside Microsoft Azure, now managed through Microsoft Foundry. Microsoft hosts the models in its own environment. Your prompts and outputs are not shared with OpenAI and are not used to train models, and the service falls under Microsoft's data protection terms.

The important difference: Azure OpenAI is not a chat app your staff log into. It is a building block. Someone has to build the assistant, connect it to your data and put it where people work, such as Teams, Outlook or your website.

Data privacy, UK residency and ChatGPT GDPR questions

Three separate questions often get mixed up:

  • Training. Neither ChatGPT's business plans nor Azure OpenAI train models on your business data by default. Consumer plans can, unless the setting is switched off.
  • Where data is stored. OpenAI offers UK data residency for eligible ChatGPT Enterprise, Edu and API customers. ChatGPT Business content is stored in the United States. With Azure OpenAI, stored data stays in the Azure geography you choose.
  • Where data is processed. This is different from storage. Azure OpenAI's "regional" deployments process requests in the chosen region, "data zone" deployments within a defined zone such as the EU, and "global" deployments wherever capacity is available. If a contract or regulator specifies UK processing, check which deployment type and region your model supports.

On ChatGPT GDPR questions: both OpenAI (for business plans) and Microsoft (for Azure) act as data processors under a data processing agreement. You still need your own lawful basis, a record of what data goes in, and a data protection impact assessment where the use is higher risk. No product choice removes those duties.

Where does Microsoft 365 Copilot fit?

Microsoft 365 Copilot is a third option: an assistant built into Word, Outlook, Teams and the rest of Microsoft 365, working with the files and emails each user can already access. That makes it powerful and also means permissions matter. If staff can see folders they should not, Copilot can surface them. What about running models locally?

Running open models on your own hardware gives maximum control, but you take on the hardware, updates, security and quality testing. For most SMEs the cost and effort outweigh the benefit, and Azure OpenAI's regional options already answer most data-location concerns. It can make sense for very sensitive, narrow tasks with in-house technical staff.

The model matters less than the workflow

Whichever route you choose, the value rarely comes from the chat box. It comes from connecting AI to your knowledge and your processes: answering customer questions from your own documents, sorting a shared mailbox, drafting quotes from a template, or pulling details out of documents into your systems, with a person checking anything that matters.

That work is the same whether the model underneath is reached through ChatGPT or Azure OpenAI. Get the data, permissions and process right first.

Which should you choose?

  • Choose ChatGPT Business or Enterprise if you want a general assistant for staff quickly, your main risk is people using personal accounts, and you do not need deep integration yet.
  • Choose Azure OpenAI if you want AI inside a specific process (enquiries, documents, knowledge search), you already run on Microsoft 365, and you want everything under your Microsoft tenant and Azure controls.
  • Consider Microsoft 365 Copilot if your team lives in Word, Outlook and Teams and your permissions are in good order.
  • Do nothing yet if you cannot say which task the AI should do. Start with the task, then pick the tool.

How we usually approach it

We start with the process, not the model: where time goes, what data is involved and what a good result looks like. For businesses already on Microsoft 365, that usually means building on Azure OpenAI or Copilot Studio inside the tenant, with Power Automate handling the workflow and a clear route to a person when the AI is not sure.

Questions about this topic

Is Azure OpenAI the same as ChatGPT?

They use models from the same OpenAI family, but they are different services. ChatGPT is OpenAI's ready-made app. Azure OpenAI is Microsoft's hosted service for building your own applications on those models.

Is ChatGPT Business safe for company data?

OpenAI does not train on ChatGPT Business data by default, and admins get workspace controls. Content is stored in the United States. For UK storage you would need Enterprise, or a build on Azure OpenAI in a UK region.

Does Azure OpenAI send our data to OpenAI?

No. Microsoft hosts the models in Azure and states that prompts and outputs are not available to OpenAI and are not used to train models.

Do we need ChatGPT Enterprise to get UK data residency?

For ChatGPT itself, UK data residency is offered to eligible Enterprise and Edu workspaces, not Business. The OpenAI API and Azure OpenAI offer their own region options.

Can we stop staff using personal ChatGPT accounts?

You can set a policy, block consumer sites on managed devices, and give people an approved alternative. The approved alternative matters most: people use personal accounts when nothing better is available.
